Prior to the 1998 Elections, the Secretary of State established a "Voter Participation Unit" whose mission is to focus on reaching those populations who traditionally have been under-represented in the voter population, or who have failed to recognize the importance of registering or re-registering to keep their voting status current.

The Voter Participation Unit works toward reaching out to all eligible citizens in California through a variety of programs and partnerships with the private sector to encourage the highest levels of registration possible.
