County Post-Election Manual Tally (PEMT) Reports by Election Under the Post-Election Manual Tally (PEMT) regulations, which went into effect on October 20, 2008, most counties must conduct a 10% manual tally audit of contests with a margin of victory of less than 0.5% based on the semi-final official canvass results. The PEMT regulations are designed to check the security, accuracy, and reliability of the voting system in use, as well as verify election outcomes in close contests.
