$33.3 million was spent to lobby* state government in California during the three-month period of January 1, 1997 through  
March 31, 1997.  

Among all lobbyist employers, Western States Petroleum Association spent the most on lobbying activities from January 1, 1997 through March 31, 1997. The Association's total three-month lobbying expenditures were $600,373.  

Among lobbying firms, Kahl/Pownall Advocates received the most payments during the three-month period - $873,825.  

The following report summarizes total payments made by 1,949 lobbyist employers, including payments made to in-house lobbyists and to contract lobbyists. In addition to salaries and fees, the payments include overhead expenses and gifts. Total payments to the top 100 lobbying firms also are included. 

The top ten lobbyist employers that spent the most during the first quarter of 1997 are identified in Table 2. 

The top ten lobbying firms that received the most payments are identified in Table 3.

Lobbyist Employers-Each lobbyist employer may be located by first selecting the appropriate industry group classification. Employers are listed alphabetically within their respective group classifications.  

Top 100 Lobbying Firms-Each of the 100 lobbying firms that received the most payments during the first quarter of 1997 is listed alphabetically. Each firm's lobbyists and clients are identified, along with the total payments received by the firm as well as the individual payments the firm received from each client.
