What is Safe At Home?
Safe At Home is the NEW California Confidential Address Program
administered by the Secretary of State. It is a unique, no cost mail forwarding
service designed to help victims of domestic violence who have recently
moved or are planning to relocate in the near future to a safe place unknown
to their abusers. The mail forwarding service aids participants of the program in keeping their home, work, or school address confidential
by providing them with a substitute address, thereby adding an extra layer
of security to a victim's safety plan.
Under the California Confidential Address Program, Safe At Home, established by legislation
(SB 489, Chapter 1005/98), an
adult person, guardian on behalf of a minor or an incapacitated person
can designate the Secretary of State as his/her agent for service of
process and mail receipt. As their agent, the Secretary of State's office
will accept and forward legal documents, first-class and certified mail
and mail from government agencies to their new location -- which
is kept confidential.
California joins a growing number of states emerging to confront the
epidemic of domestic violence in a unique way that affords address
confidentiality to its victims.
Safe At Home allows state and local agencies throughout the state to coordinate
in conjunction with the Secretary of State to ensure address protection
to survivors of domestic violence. These agencies are free to respond
to requests for public records information without disclosing the
location of victims enrolled in the program.
Where Can I Sign Up to Participate in the Safe At Home program?
Interested abuse victims can ONLY enroll in the Confidential Address
Program, Safe At Home, at a designated domestic violence/victims assistance program
facility in California.
